1. Describe level crossings in general and their safety equipment.

2. Conduct a literature review to identify existing risk analyses and determine the impact of different safety measures.

3. Develop a classification of level crossings. This will identify different classes of level crossings based on individual site-related factors. (for eg – Intersection angle, activation type, monitoring type, traffic volume, train frequency, and proximity to residential areas)

4. Based on these categorizations, a macroeconomic analysis has to be carried out for the relevant classes. Data collection – such as accident costs, property damage, medical expenses, and potential loss of life. Current state of level crossing safety measures, including types of equipment in use, maintenance costs, and investment in safety infrastructure Perform a cost-benefit analysis – comparing the total costs of implementing safety measures against the expected benefits for each relevant class mentioned in the third point. Economic Impact on Local Communities / environment, public health, and community well-being.

5. Case studies has to be used to determine the impact of different safety measures on the different classes of level crossings and to relate costs to risk reduction. Select Representative Cases Data collection – Accident history, Existing safety measures, Traffic and train volume data, Economic indicators for the local area, Costs associated with safety measures Impact of safety measures on each case study

6. As a basis for comparison, the case studies shall also include the elimination of the level crossing by overpass or underpass.

7. As a result, recommendations will be made as to which measures are most appropriate for the different classes of level crossing
